Selecting SGMs

Types of SGMs

State Assessments: State Assessments used for the purpose of showing patterns of likely teacher effectiveness, over time, are those assessments developed by CETE for KSDE.

Commercial Assessments: Assessment instruments purchased from a vendor and designed to show student growth over time. These assessments have pre-determined student targets of achievement.

Locally Created Assessments: Assessments created by district, regional or national collaborative teams for the purpose of identifying student growth over time. These assessments will be considered valid and reliable based on an acceptable technical quality as determined by KSDE

Selecting SGMs

Kansas’ final criteria for selecting and/or creating assessments are:
  1. Local assessments must be created in consultation with a school administrator with expertise in assessments, special education, ELL specialist and content expert.
  2. Assessments cover all key subject/grade level content standards.
  3. Number of test items should correlate to distribution of % of time spent teaching the content.
  4. Assessments should require higher order thinking as appropriate.
  5. Assessments should allow high and low achieving students to demonstrate their knowledge.
  6. Assessments should measure accurately what it is designed to measure and produce similar results for students with similar levels of ability.
State assessments must be used as one of the multiple measures selected for those grade levels and content areas where assessments are given.  Note - you must only use one state assessment even if more than one is given in that grade level (for example, if both ELA and Math state assessments are administered in a given grade level, you may choose ELA or Math or use both).


KSDE SGM Submission

Administrators may submit their building or district SGMs online.

The KSDE final process for approving measures of student growth selected by the building or district is:

  1. State Assessments must be used as one of the multiple measures selected for those grade levels and content areas where assessments are given. Additional State Assessments may be used as deemed appropriate.
  2. All vetted and approved commercially based assessments will be listed on the Kansas Default Assessment List and can be used without prior approval.
  3. Any assessment used within an evaluation that does not meet the six criteria above will be deemed as the educator has not met a student growth measure.
