ESSER team provides reminder about use of premium pay

The Kansas State Department of Education’s Special Education and Title Services ESSER team is providing this reminder about the use of premium pay:

Premium, or other similarly defined additional pay, may be an allowable use of Elementary and Secondary School Emergency Relief (ESSER) funds. However, there are important considerations for districts prior to applying for - and expending - federal aid for premium pay.

Premium pay must be provided pursuant to an established plan (which could be established in response to the COVID-19 pandemic) AND staff must be aware of the requirements to receive the payment in advance.

For example, if a district chose to provide premium pay to staff members that worked extra hours outside of the normal school day, staff members must be aware of that requirement prior to premium pay being dispersed. Finally, all staff members who receive federally funded premium pay must complete time and effort documentation.

For more information on the federal regulation or the time and effort requirements visit: 2 CFR 200.430(f) and Time and Effort for Premium Pay.
