Limited Apprentice License for Elementary Education and High Incidence - Pilot Program

The Form 24 application is for individuals participating in the two-year, statewide pilot of alternative pathways for Elementary Education and High Incidence Special Education for the Limited Apprentice License.  This pathway was approved by the Kansas State Board of Education based upon recommendations from the Teacher Vacancy and Supply Committee.  Please read the requirements carefully before accessing the forms below.

Elementary Education Pilot

  1. Degree required (from regionally accredited university)
  2. District identifies:
    1. Person with great potential; based on needs of district
  3. Verify enrollment in an approved program
    1. Program can be a traditional, accelerated or innovative program
  4. Complete a Field Experience – Fall Semester (or 1st semester of program)
    1. Supervised by Institution of Higher Education.
    2. Minimum of 8-10 hours per week for 8 weeks (or can be full-time para)
    3. Must cover both the primary and intermediate elementary
    4. Must be under the guidance and supervision of licensed teacher(s) during the entire field experience
    5. Concurrent enrollment in coursework from approved program (if not completed prior)
  5. Spring Semester (or 2nd Semester of program/hire) – Issued a Limited Apprentice License (LAL)
    1. Must have completed the field experience requirements
    2. Hired as the elementary classroom teacher (Teacher of Record)
    3. Continued enrollment in coursework from the plan of study
    4. Begin formal approved mentor program
  6. Must complete entire program within two years

High Incidence Special Education Pilot

  1. Degree required (from regionally accredited university)
  2. Must have at least one year as a Special Education Paraprofessional
  3. District identifies:
    1. Person with great potential; based on needs of district
  4. Verify enrollment in an approved program for High Incidence Special Education
    1. Copy of the program plan of study would be required
  5. Fall Semester (or 1st semester of program)
    1. continue employment as a paraprofessional
    2. Paired with a mentor
    3. Complete 6-9 credit hours of coursework from the approved program

      *IF they complete the 6-9 credit hours during the summer, they do not have to continue as a Special Education paraprofessional for a semester and can apply for the LAL license (#6)  
  6. Spring Semester (or 2nd Semester of program/hire) – Issued a Limited Apprentice License (LAL)
    1. Must have completed the credit hour requirement and employment as a Special Education paraprofessional the 1st semester
    2. Hired as the Special Education teacher (Teacher of Record)
    3. Continued enrollment in coursework from the plan of study
    4. Begin formal approved mentor program
  7. Must complete entire program within two years
