Kansas S3 Continuum Grants are school-level awards administered by district offices. As such, Local Educational Agencies throughout the state of Kansas were invited to apply on behalf of eligible schools. A school was considered eligible if it 1) was a comprehensive high school 2) administered the 2011 Kansas Communities That Care (KCTC) survey with a 60 percent response rate and 3) administered the 2011 Culture for Excellence and Ethics Assessment (CEEA) to parents and teachers with a minimal 10 percent and 50 percent response rate, respectively. Demonstrated need (determined by an applicant’s CFL Index) and a sound funding application also drove award selection.
