Since giftedness is an exceptionality within special education in Kansas, the same requirements for eligibility apply as for other exceptionalities:  a) meets the definition and b) demonstrates a need for specially designed instruction in order to access and progress within the general curriculum. 
             
Each district should have policies, practices and procedures that it follows when determining how the district determines if a student is eligible for gifted services.Each local district determines the criteria to be used for meeting the definition and for demonstrating a need for specially designed instruction.  If evidence supports both eligibility requirements, an IEP is developed to implement individualized services.  Because of local control, criteria for eligibility can vary across the state.
