Program Description: Title I Part D Subpart 2 funding is to support education and training for students who are residents within a locally secured (or unsecured) detention center or correctional facility. Students who reside in eligible delinquent facilities are placed there by the courts due to adjudication or pre-adjudication in a criminal or civil court case.
Funding: Title I Part D Subpart 2 ARRA funds were distributed by formula. Kansas received $1,632,860 to support at least 1,595 students residing in delinquent facilities across the state during FY10 and FY11.
Eligible entities: Local educational agencies (LEAs) with facilities that are licensed for neglected, abused, abandoned, and/or adjudicated and pre-adjudicated youth who are residents between the ages of 5-17. Only those LEAs with delinquent facilities which met the student enrollment minimum (37 students) were eligible to receive funding. In 2009-2010, there were a total of 25 eligible delinquent facilities within 26 districts that qualified and received Title I Part D ARRA funding.
Application Process: Eligible LEAs completed Title I Part D ARRA Applications and submitted them to KSDE in September 2009. After approval of the applications, LEAs were able to utilize Title I Part D ARRA funds for eligible facilities within their district.
Timeline: LEAs may spend funds for eligible facilities during 2009-2010 and 2010-2011. All funds must be obligated by September 30, 2011.
