Program Description:  The American Recovery and Reinvestment Act (ARRA) provides $10 billion nationwide to local education agencies (LEAs) for programs under Title I, Part A of the Elementary and Secondary Education Act of 1965 (Title I). The funds are for schools that have high concentrations of students from families that live in poverty in order to help improve teaching and learning for students most at risk of failing to meet state academic achievement standards. These schools are Title I schools.

The funds create an unprecedented opportunity for educators to implement innovative strategies in Title I schools that improve education for at-risk students and close the achievement gaps while also stimulating the economy. The additional resources will enable LEAs to serve more students beyond the approximately 18 million currently served and boost the quality of teaching and learning.

Funding: The Title I, Part A recovery funds will be distributed to eligible districts according to the Title I funding formula. The Title I, Part A recovery funds will be in addition to the regular FY 2009 (SY2009-2010) Title I, Part A grant awards that the Department plans to make on July 1, 2009. Together, these grant awards will constitute a state’s total FY09 (SY 2009-2010) Title I, Part A allocation. The recovery funds for Title I Part A will be approximately $70,866,000 which will cover the 2009-10 and 2010-11 school years.

Eligible Entities: A district is eligible to receive Title I, Part A recovery funds if it is eligible under the statutory eligibility criteria established in sections 1125(a)(1) and 1125A(c) of the ESEA for the Targeted and Education Finance Incentive Grant formulas of Title I, Part A.  According to the preliminary Title I, Part A recovery funds allocations, 12 districts in Kansas will not receive any funds as they do not meet the eligibility criteria.

Application Process: The Local Consolidated Plan (LCP) Application was modified to accommodate the Title I recovery funds. The recovery funds are to be kept separate from the regular Title I funds. Districts will have to complete 2 LCP applications. One application would be for the regular Title I and another for the Title I  ARRA recovery funds. The ARRA - LCP was completed by June 30, 2009.

Availability of Funds: The Title I, Part A recovery funds are available for approximately 27 months. Funds are available for obligation until September 30, 2011.
