| The Kansas Council on Vocational Education (KCOVE) has 13 members appointed by the State Board of Education. Each member represents at least one of the constituent groups served by vocational-technical education programs.
KCOVE is funded by the U.S. Congress and is responsible to the US Education Department, The State Board of Education, the Governor, the Legislature, the business community, and the general public.

- Programs and services for the handicapped and disadvantaged.

| KCOVE conducts public hearings and consults with the State Board regarding planning, evaluation, and improvements of vocational education programs at all levels of instruction-secondary, postsecondary, and adult, including comprehensive and unit high schools, area vocational centers, community colleges, universities, correctional facilities, and state agency-operated programs |
